Watershed & Hydrology Expert (Consultant)
BACKGROUND
The Hydrology Expert Consultant will lead the technical analysis of the priority watersheds across mainland Sumatera. This role is responsible for establishing a high-precision, bio-hydrological baseline that integrates remote sensing and field data to define Ecologically Important Areas (EIAs) and future management protocol.
SCOPE OF WORK
1. Technical Modelling & Baseline Assessment
- Conduct comprehensive hydrological assessments for the target watersheds, focusing on surface runoff, erosion rates, purification, and water yield dynamics.
- Develop flood and landslide vulnerability maps that integrate 2025 disaster data to identify core Ecologically Important Areas (EIAs).
- Time-Series Analysis of two separate image sets (historical and existing) to project land-cover dynamics and baseline trends.
- Use acquired imagery to project future watershed conditions, providing the spatial evidence for proactive land-use governance.
- Bridge the gap between "Species Habitat" and "Watershed Health" by mapping the intersection of home ranges and preferable habitats within sensitive hydrological zones.
- Synthesize fragmented data from BPDAS, SIPP-DAS, and local UPT into a unified, SIGAP-compatible geo-database.
2. Policy & Spatial Integration
- Provide the technical evidence base required to draft Policy brief, legal drafting of Governor’s Decrees (Pergub) and mainstream watershed protection into RTRW (Spatial Plans).
- Support the Team Leader in technical briefings with Ministry of Forestry, and ATR/BPN to ensure recognition the hydrological data
3. Monitoring & Knowledge Management
- Oversee the technical migration of the Data into the Ministry of Forestry’s internal servers.
- Lead technical training for sub-national government staff on utilizing hydrological dashboards for real-time decision-making.
- 3. SOP Development & Standardization
- Develop specific protocols for:
- Land-use and land-cover change (LULCC) analysis.
- Watershed ecosystem sensitivity assessments.
- Quantification, statistical analysis, and GIS mapping standards.
- SOPs are designed as reference documents for regional development planners and future land managers to follow during spatial planning
OUTPUT
Key Performance Indicators (KPIs)
- Hydrological Baseline Reports for all target watersheds are completed within the first six months.
- Sumatera bio-hydrological data receives formal technical approval from relevant Ministry units.
- Integration specific hydrological "No-Go" zones into provincial spatial planning drafts and DRMP
QUALIFICATION
Functional Competencies & Qualifications
- Education: Master’s or PhD in Hydrology, Water Resources Management, Environmental Engineering, or a related field.
- Experience: Minimum 10 years in landscape-scale hydrological modeling, specifically within the Indonesian context (Sumatera experience is a significant plus).
- Technical Skills: Expert proficiency in ArcGIS/QGIS, HEC-RAS, SWAT, or similar hydrological modeling software.
- Regulatory Knowledge: Deep understanding of Indonesian regulations regarding RPDAS, RTRW, and the FOLU Net Sink 2030 framework.
