BACKGROUND

The Development Planning Expert is responsible for mainstreaming the "REVAMP" project's ecological and hydrological findings into national and sub-national development planning instruments. The goal is to ensure that biodiversity and watershed data become mandatory legal inputs for regional spatial planning, disaster risk management planning, licensing, and public investment decisions.

SCOPE OF WORK

Strategic Mainstreaming & Urgency Mapping

• Stakeholder mapping and analysis
• Analyze regional development agendas to identify strategic "hooks" (e.g., post-disaster recovery, climate targets) for mainstreaming EIAs.
• Transform technical data on floods, landslides, and human-wildlife conflicts into structured policy briefs that highlight the economic and social urgency of land-use reform.
• Identify and prioritize discussion topics for ministerial-level dialogues (MoF, ATR/BPN, Bappenas, MoHA) to build a national consensus on Sumatra’s ecosystem carrying capacity.

Regulatory & Institutional Framework

• Support the drafting of comprehensive policy, institutional, and governance frameworks for all EIA categories.
• Input to Provide actionable recommendations for legal pathways at both national and provincial levels to strengthen land-use governance and community welfare.
• Facilitate the creation of the EIAs Implementation Grand Design, coordinating inputs from disaster management (BNPB), watershed authorities (BPDAS), and planning agencies (Bappeda).
• Lead consultation meetings, expert peer reviews, and focus group discussions to ensure the Grand Design is technically sound and politically viable.

OUTPUT

• Finalization and multi-ministerial endorsement of the Sumatera EIA Grand Design
• Formal recognition of the EIA framework within at least three provincial RTRW and disaster risk management planning updates.
• Stakeholder Buy-In of target Echelon units and Provincial Bappeda offices in project workshops and FGDs.

QUALIFICATION

Education: Master’s or PhD in Urban & Regional Planning, Public Administration, or Environmental Law.

Experience: Minimum 12 years in development planning; proven track record of facilitating multi-ministerial agreements in Indonesia.

Technical Skills:

• Deep mastery of Law No. 25/2004 (Planning) and Law No. 23/2014 (Regional Government).
• Expert at translating "Bio-Hydrological" risks into "Socio-Economic" impact statements.

Soft Skills: A profile—highly skilled in navigating the nuances of Indonesian bureaucracy and decentralized governance.
