ICT Business Analyst

I. BACKGROUND

Following the go-live of WWF-Indonesia's core ICT systems (including PMELS, GMS, and the Procurement System, delivered under the Panda Connect programme), the main purpose of the ICT Business Analyst position shifts from requirements definition for a system build to ensure those systems are properly closed out, stabilized, and continuously improved.

This position is responsible for reviewing project deliverables against the agreed scope and requirements - determining what has and has not been delivered and assessing the quality of what has been delivered — and for driving the stabilization of live systems. Moving forward, it also manages new requirements through the full system development lifecycle (SDLC), with a strong emphasis on Business Intelligence (BI) development to support data-driven decision-making across the organization.

 

II. ROLES AND RESPONSIBILITY

A. Deliverable Review & Project Closure

  • Review project deliverables against approved scope, requirements, and acceptance criteria to determine completion status (delivered, partially delivered, or outstanding).
  • Assess solution quality, identify gaps, defects, or deviations, and coordinate remediation with vendors/consultants.
  • Track outstanding deliverables, acceptance status, and project closure across all ICT systems.

B. System Stabilization

  • Monitor post-go-live performance and stability of ICT systems, starting with PMELS, GMS, Procurement System, and expanding to other platforms.
  • Coordinate issue triage, root-cause analysis, solution validation, and production deployment.
  • Track recurring issues, drive permanent resolution, and support transition from hypercare to business-as-usual (BAU).
  • Prepare stabilization progress reports.

C. Requirements & SDLC Management

  • Facilitate requirements gathering, workshops, interviews, and process mapping for new developments and enhancements.
  • Manage requirements throughout the SDLC, including design, development coordination, Quality Assurance Testing (QAT), User Acceptance Testing (UAT), deployment, and sign-off.
  • Maintain and prioritize enhancement, defect, and user story backlogs, and document acceptance criteria for Agile delivery.

D. Business Intelligence (BI)

  • Gather reporting and analytics requirements and translate them into dashboards, reports, and data visualization solutions.
  • Coordinate BI development, validate outputs against business requirements, and define data quality and validation rules.
  • Support ICT leadership with reliable, data-driven insights.

E. ICT Roadmap

  • Support development and maintenance of a multi-year ICT roadmap covering stabilization, enhancements, integrations, and BI initiatives.
  • Review and reprioritize initiatives based on business value, technical debt, and resource availability.

F. Stakeholder & Vendor Coordination

  • Act as the primary liaison between business users, ICT teams, and vendors for requirements, issue resolution, release coordination, and knowledge sharing.
  • Collaborate with other WWF network offices to share standards, lessons learned, and best practices.

G. Governance & Change Management

  • Establish and maintain standards for requirements documentation, change control, version management, and solution governance.
  • Ensure all changes include impact assessment, testing, approval, and rollback planning.

H. Data Flow & Integration

  • Design, document, and monitor end-to-end data flows across ICT systems and integrations (e.g., finance, procurement, HR, banking, fundraising, and BI).
  • Define validation rules, exception handling, and monitoring processes to ensure consistent and reliable data movement.

I. Data Integrity

  • Monitor data quality metrics (duplicates, orphan records, invalid values) and coordinate remediation with vendors or ICT teams.
  • Develop data health dashboards and alerts to proactively identify anomalies affecting reporting and decision-making.

J. Reporting

  • Produce bi-weekly reports covering deliverable status, system stabilization, issue resolution, development progress, BI initiatives, risks, blockers, and key performance indicators.

 

III. QUALIFICATION

  • University degree (Bachelor’s) in Information Technology, Computer Science, or a relevant field
  • At least one year working for an organization that uses ERP software, particularly Finance, Procurement, and HR modules
  • Experience supporting systems post go-live (stabilization, hypercare, or BAU support) is an advantage
