EIA Data Analysis Expert for REVAMP Project (Consultant)
BACKGROUND
The EIA Data Analysis Expert is responsible for the rigorous identification, inventory, and mapping of Ecologically Important Areas (EIAs) across the mainland watersheds of Sumatra. This role transforms raw biodiversity, concession providing the evidence base for the "Resilience Dividend" and provincial-level spatial planning (RTRW).
SCOPE OF WORK
- Technical Inventory & Spatial Modelling
- EIA Framework Development: Establish the technical criteria for "Ecologically Important Areas," EIAs classification and categorization, Area Preservasi (AP) concepts with High Conservation Value (HCV) standards.
- Multi-Layered Analysis: Conduct the "Triple Overlay" analysis, intersecting:
- Layer 1: Biodiversity hotspots and iconic species corridors (Tiger, Elephant, Orangutan. etc).
- Layer 2: Critical hydrological zones identified by the Hydrology Expert.
- Layer 3: Land-use pressures, including active and revoked concessions (PBPH/HTI).
- Gap Analysis: Lead the site-level verification process to validate national-level desktop data against ground-level realities in priority pilot site
- Systems Integration & Data Governance
- SIGAP Alignment: Ensure technical compatibility of all spatial outputs with the Ministry of Forestry’s SIGAP Planologi and SIPP-DAS platforms.
- Database Management: Architect and maintain a unified geo-database that streamlines data from Echelon I units (KSDAE, PDASRH, PHL) into a central project dashboard.
- Standardization: Develop metadata and topology standards for all EIA-related data to ensure long-term interoperability.
OUTPUT
- EIAs categorized by typology (Hydrology, Biodiversity, Ecotone) with accompanying threat assessments.
- Spatial maps of EIAs developed for Sumatera and its priority landscapes/watershed
- Data migration into the SIGAP system.
QUALIFICATION
- Education: Master’s or PhD in Geomatics, Landscape Ecology, Conservation Biology, or Environmental Data Science.
- Experience: Minimum 8–10 years in advanced GIS/Spatial Analysis, specifically in landscape-scale conservation or forest management.
Technical:
- Expert proficiency in ArcGIS Pro / QGIS.
- Experience with Remote Sensing (Sentinel/Landsat) and processing of FOLU Net Sink 2030 data.
- Proficiency in Python or R for spatial statistics and automation is highly preferred.
Knowledge: Familiarity with Indonesian land-use regulations (Law No. 32 of 2024, PP 21/2021) and Echelon I data protocols.
