Sumatra Landscape Governance & Sustainable Land Use Manager
I. PURPOSE OF THE POSITION
The Sumatra Landscape Governance & Sustainable Land Use Manager serves as the primary technical and strategic lead for the "Save Sumatra" initiative supported by MFP5.
This role is responsible for advancing the transformation of forest governance in Sumatra from fragmented, sector-based management into an integrated landscape governance approach. Using 26 Watershed units, 38 Eco-Floristic Sectors (EFS), and key species habitats and corridors as the scientific foundation, the Manager ensures alignment across conservation, production, and restoration mandates to safeguard the Ecologically Important Areas (EIAs) of the Sumatran Ecosystem.
The Manager supports the integration of land-use governance by strengthening collaboration and alignment among Ministry of Forestry directorates through technical advisory, stakeholder engagement, and knowledge facilitation. The objective is to promote land-use planning and management that recognizes landscapes as interconnected ecological systems, contributing to sustainable development and long-term environmental resilience.
II. ROLES & RESPONSIBILITIES
A. Strategic Governance & Policy Integration
- Lead coordination and dialogue among MFP5 and relevant Ministry of Forestry directorates (PHL, PDASRH, Planologi, KSDAE) to promote integrated land-use planning.
- Provide technical advisory support on the application of EIAs, ensuring ecological and botanical considerations inform land-use decisions.
- Translate scientific evidence and field data into policy inputs, strategic recommendations, and knowledge products for government and relevant stakeholders.
- Engage with policy and regulatory frameworks (e.g., Job Creation Law, Regional Government Law) to support alignment of provincial spatial plans (RTRWP) with sustainable landscape objectives.
- Facilitate multi-stakeholder platforms and technical discussions to strengthen cross-sectoral collaboration and shared understanding of landscape-based approaches.
B. Project Implementation & Innovation
- Lead the development and facilitate the socialization of the EIAs Grand Design through inclusive consultation and stakeholder engagement processes.
- Drive the advancement of “MUK Innovation” approaches by promoting and enabling restoration models that are environmentally sound and financially viable within production landscapes.
- Coordinate the integration of EIAs spatial data into relevant national systems (e.g., SIGAP Planologi) and commodity traceability platforms to support sustainability and zero-deforestation commitments.
- Manage program implementation, ensuring alignment with MFP5 objectives, timelines, reporting requirements, and budget utilization.
- Strengthen strategic partnerships and collaboration with national and sub-national stakeholders to encourage adoption and institutionalization of integrated landscape approaches.
C. Leadership & Stakeholder Engagement
- Serve as the primary technical focal point for the MFP5 Project Management Unit and key government counterparts.
- Maintain effective working relationships with Ministry of Forestry directorates, development partners, and other strategic stakeholders.
- Lead and develop a multidisciplinary team, fostering collaboration, accountability, knowledge sharing, and high-quality technical outputs.
- Represent WWF-Indonesia in relevant forums, technical discussions, and coordination meetings related to landscape governance and sustainable land-use management.
D. Monitoring, Evaluation, Reporting & Knowledge Management
- Monitor program progress and implementation against agreed workplans, targets, and donor requirements.
- Coordinate preparation of technical and progress reports in accordance with WWF and MFP5 reporting standards.
- Support budget monitoring and documentation to ensure accountability and compliance with donor and organizational requirements.
- Facilitate knowledge management processes, including documentation of lessons learned, best practices, and technical approaches related to landscape governance and sustainable land use.
- Promote knowledge sharing and dissemination of program results through workshops, publications, technical forums, and stakeholder engagement platforms.
- Contribute to adaptive management processes by identifying implementation challenges, risks, and opportunities for program improvement.
E. Safeguard, Risk Management & Compliance
- Ensure all activities uphold principles of Indigenous Peoples’ rights, human rights, gender equality, and inclusive conservation.
- Maintain confidentiality of organizational data and operate within delegated authority.
- Identify, assess, and monitor risks, and contribute to mitigation strategies.
- Ensure compliance with WWF policies, donor requirements, safeguarding standards, and applicable regulations.
F. People Management, Culture & Resource Stewardship
- Lead and develop team members through effective supervision, coaching, performance feedback, and capacity strengthening to ensure high-quality program delivery.
- Foster a culture of innovation, collaboration, accountability, and continuous learning.
- Ensure effective workforce planning, resource allocation, and budget management.
- Promote diversity, equity, inclusion, and staff well-being within the team.

III. QUALIFICATIONS
- Master’s degree in Forestry, Environmental Management, Landscape Ecology, Natural Resource Management, Geography, Public Policy, or related fields.
- Minimum 15 years of professional experience in sustainable land use, forestry governance, landscape management, or related sectors.
- Proven experience managing complex multi-stakeholder programs involving government institutions, donors, civil society, and private sector actors.
- Demonstrated experience engaging with senior government stakeholders and international development partners.
- Strong understanding of Indonesia’s forestry governance, spatial planning systems, and environmental policy frameworks.
- Experience in spatial planning, GIS-based analysis, and landscape-level governance approaches.
- Strong expertise in ecological science, watershed management, Nature-based Solutions (NbS), and integrated landscape approaches.
- Familiarity with Indonesia’s Multi-Business Forestry (MUK) framework and sustainable production landscape models.
- Strong analytical, facilitation, negotiation, and stakeholder engagement skills.
- Proven ability to manage multidisciplinary teams and complex project implementation.
- Excellent report writing and communication skills in both Bahasa Indonesia and English.
